eBay – Why so many buyers Don’t leave feedback??

So I sell stuff on eBay (don’t make millions of $$$ like some others) and I might sell 5 items a month.
Here is what get’s me going on the whole eBay feedback system.

The feedback systems used to go both ways of leaving a feedback for the buyer and the seller.

The idea is great but overtime and after a few small changes it simply went bad.
Buyer –  you buy something and you leave a feedback on the sale (good(Positive)/bad(Negative) or in some cases Neutral).
Seller – you sell something and you can either leave a  Positive feedback or not leave a feedback at all.

In the pas the seller could leave a negative feedback to the buyer as well but that changed due to the fact that many sellers would have a statement in their auctions “We will leave a positive feedback after receiving one”… but that just makes buyers nervous of leaving a negative feedback for the seller and getting one.

So why am I writing this post? as it does seem to be a beef about nothing…
In the past three months I’ve sold 27 items and only received 5 feedback’s from buyer, and although this is a voluntary system the concept is just bad.
I have listed 15 items but as a buyer if I look at the feedback’s the seller received I don’t see that he sold much… that might put me off from buying from him.
As a seller I can’t leave negative feedback to buyers (they don’t all deserve one but 1% of them might) as I just sold an item and the buyer was not willing to pay after he didn’t read the auction correctly.

I think eBay should promote a different system based on delivery or some other method that when the buyer recived the item (USPS shipping confermation) the sale would at least show up on my records as being sold and delivered…
